Review of the Federation

The Federation of Parents and Citizens’ Association of NSW has just completed a review of the organisation.

It became apparent after many years of discussion, Council debates and affiliate feedback, that there is a need to carefully consider the work of Federation, its Secretariat and how we can be more effective. Indeed the way the Federation operates is, and should always be, a matter for constant review and renewal.

The Federation has always been proud of the level of service and support that it provides to its affiliates.

What is apparent is that the way in which this service is delivered is changing rapidly. There is a greater emphasis on information being immediate and well supported. This is being driven in part by new technologies and by changing employment patterns and nature of volunteering in Australia.

The external review examined the administrative functions and relationships that govern the management of our organisation. The review identified issues and solutions that will enable us to better meet the challenges presented to us in our ever changing world.

The consultant, Mr. Charles Dalgliesh from Creighton Consultants, spent over four weeks with our organisation.

Charles spoke to a cross-section of all parties involved in the Federation. All parties were given the opportunity to contact him by way of e-mail, phone or an appointment with myself. Face-to-face interviews were conducted with all staff members, Office Bearers (six face to face and two by phone), a selection of the Executive and Councillors from all regions. He also conducted telephone conversations with further Councillors and many P&C presidents. In addition to this he circulated a survey to random selected Executives, Councillors from all regions and P&C presidents (32% return rate). He was also contacted by other interested parties who shared their thoughts. Charles reviewed the current office procedures, obtained a copy of the 2006/2007 Handbook and was supplied with other publications and correspondence. He also attended our conference on Friday 27 July 2007. Charles Dalgliesh also prepared four weekly progress reports which were given to the President when scheduled.

Whilst some of the findings were confronting, non too unexpected, it was timely that we see from an independent voice how, and how best to improve our organization.

Mr Dalgliesh made many recommendations in regard to the Secretariat starting with the staffing and their professional development, through to effective banking procedures, reporting processes and communication strategies.
Part of the terms of reference of the review was to review the governance and administrative functions and practices of the Federation. Many of the recommendations are currently being examined by the Officers and Council. Some of the recommendations require discussion at the 2008 Annual Conference.

Current technology was examined and the effectiveness of the communication between the Federation and its members.

The following are the recommendations as handed down to the Officers on August 24 and to the Council on September 15:

8.1 Appointment of a CEO/GM to head up the Secretariat. I believe that part of the criteria should be covered by By-Laws 13.a through to 13.f.

8.2 Employ a Research Officer. This also should be undertaken through an employment agency as recommended in 8.1. The job description should
